Emerging Service as a Large Industry.
Playing a gamble is inherent to human nature. Most people enjoy playing games that have an element of risk and reward. the industry has grown at a staggering pace. In the US alone, tickets are sold at 180,100 locations. It is estimated that in a few years there will be about one million retail terminals in India. Further, the largest network service provider in India sells 26 million tickets a day.
Private Service is designed that based on a pari-mutuel model. <ref. USA Patent 20050164767>
Figure1-Flow of Data

Controlling and Monitoring Challenges
Figure-2. Typical Functioning Sequence of Game Operation.
1. Design of the game concept
2. Development of game scheme
3. Setting of game scheme, draw and parameters in the system
4. Go-live of new game operations through sales tickets at terminal
5. Conducting draw on designated selection of winning numbers
6. Prize-Winner validation and prize claim by winners
7. Payment of prize money through terminals and offline mode for larger prize payouts
The business is IT-dependent and vulnerable to frauds and common information threats. The challenge is protecting against frauds, including identity misuse, forged/duplicate tickets, fake programs, terrorist attacks on state-run, fake retail terminals, illegal betting, denial of service and manipulation of management information systems (MIS). The complexity in controlling and monitoring increases manifold as the key business process pertains to selling of tickets and prize payout for winning tickets through Retail terminals across a wide geographical spread. The Retail terminals exchange data with the main servers using varied connectivity options, including VSAT, CDMA, leased lines and dialup connections. Figure 1 illustrates the flow of data.
Understanding the Private Service System
It is imperative to understand the functioning of an private Service system and how the game is played before designing an assurance process. First, a player approaches the Retail terminal for purchasing the ticket. The player, upon making the payment for purchase of ticket, is given a betting-slip upon which he/she marks a choice of numbers. Then, the retailer inserts the betting-slip into the hopper of the Retail terminal and a ticket is printed. The ticket contains the date and time of purchase, serial number, scheme of selected numbers, etc. In the background, before the ticket is printed, the Retail terminal exchanges transaction data with the server in which players pick several numbers on a betting-slip. Draws take on place of broadcast over a playing game, and prizes depend on how many numbers a player matches. There are several variants to the AWP (adults-with-Prize) games such as Derby and Cards, which have similar game design features. The typical functioning of a lottery operation is shown in figure 2.
<Basic Service rules or regulations for popular>
* Players are responsible for checking their tickets before leaving the Retailer location.
* A ticket is void if stolen, unissued, mutilated, illegible, tampered with or altered in any way, defective or incomplete.
* The Licensee is not responsible for lost or stolen tickets.
* A ticket may be cancelled only if presented before the drawing to the Retailer where it was originally purchased.
* Multi-drawing bets on the same number(s) may be made in advance for all games. Ask Retailer for details.
* All winning tickets are subject to validation by the Licensee.
* All winning tickets are bearer instruments.
* All prizes must be claimed within 1 months/one year from date of drawing.
Designing an Information Assurance for the Service System
figure3-Key Components of an Assurance Program
Assess and inventory the private game system
* list the key information assets and prepare a master list
* Document the audit implications on each category of information assets
Carry out a threat and risk assessment exercise
* Assess the information asset valuations on the basis of asset critically, the extent of vulnerablility and threat exposure, the probability of occurrence, and the impact of an untoward event.
Conduct on-site security assessment/controls evaluation.
* audit the gaming application design and the draw parameters prior to launching the games.
* audit the central sever site. Including firewalls, routers, production monitoring consoles, and availability of redundancies and alternate recovery sites.
* Ensure the availability of access controls and audit trails in the retail terminals.
* Audit the draw conduct and declaration of winning numbers.
* Audit the process of validating prize-winning tickets. Test the controls over the creation and storage of transaction IDs, which are unique numbers for the validation of winning tickets.
* Test the controls over reporting and handling of cancelled tickets, unclaimed prize amounts, ticket stock records, etc.
* Test the controls over the physical custody of draw machines logic of the generation of random winning numbers prior to conducting draws.
* Test the controls over data communication, such as encryption of transaction data.
* Redraw vulnerabilities at the OS, database and network levels.
Identify control weakness and remediate.
* identify and analyze the gap on the basis of the serverity of risks and attention to implementation.
* define the risk treatment plans for the identified gaps through implementation responsibilities and time frames.
An effective information assurance plays a vital role in protecting the information assets of an private game system. The objectives should be to ensure confidentiality, integrity and availability of information pertaining to the game operations.
The critical pieces of information that need protection from modification and disclosure are the sales data, transaction IDs, bet files, draw files, winners list, other transaction files, audit logs, management information reports, draw and game master files. In addition to the information security objectives, the assurance program should aim to accomplish the business goals of transparency, fairness, customer-friendliness and efficiency.
A detailed overview of the key components of an assurance program is provided in figure 3.
During the design and implementation of the COBIT (Control Objectives for Information and related Technology ) framework can play a significant role.
