고령자장기요양법, 2007-12-16

소득.자산의 변동성에 대한 은퇴자의 염려
o 경제의 불확실 요인이 증대함에 따라 하락하는 이자율, 인플레이션, 과세정책의 변화, 장기간의 경기침체 등 보유자산의 가치를 하락시킬 수 있는 우발적인 위험에 대비하여 자산의 실질가치를 유지하고자 하는 Needs가 증대하고 있음.

투자 조세특례 - 간접투자(펀드)
이자소득이나 배당소득으로 보는 투자신탁의 이익 및 분배금에는 주권상장법인, 협회등록주식, 벤처기업주식의 거래, 평가로 발생하는 손익 및 법인의 주식을 대상으로 하는 선물의 거래, 평가로 인한 손익은 과세에서 제외된다(소득세법 시행령 제 23조와 조세특례제한법 제 91조 2참조).
-제한법 제86조의 연금저축과 가입요건 및 지급형태가 동일한 경우라면 (만 18세 이상 가입대상, 10년 이상 불입기간, 계약기간 만료 후, 만 55세 이후부터 5년 이상 연금으로 지급받는 저축 등) 연금형태로 지급받을 때 연금소득으로 과세되는 것으로 주식차익이 연금소득의 기본을 구성하는 것이라면 명칭이 펀드라 하더라도 연금소득 과세대상이 될 수 없다.
또한 현행 연금저축(조세특례제한법 제86조의 2)은 불입기간이 10년 이상인 경우에 해당하며 당해 불입액에 대하여 매년 300만원 한도 내에서 소득공제가 가능한 것이며 중도 해지하는 경우 당해연도 저축불입액은 연금저축 소득공제를 받을 수 없다.
-과세방법에 있어 국내외에서 받는 이자, 배당소득으로 원천징수 되지 않은 이자, 배당소득은 당연 종합과세에 해당하여 금융소득 4,000만원 이하인 경우에도 과세되는 바, 배당소득금액을 파악하여야 한다 (투자회사를 통하여 파악이 가능할 것임).
다만 국외에서 받는 배당소득이라 할지라도 국내에 지급대행자가 있어 원천징수를 하거나 국내 판매대행사를 통하여 투자하는 경우는 판매대행사가 14%(주민세 1.4% 별도)를 원천징수하는 것으로 이 경우는 4,000천만원 초과여부를 확인하여 종합 과세될지 분리과세가 될지를 판단 하여야 하는 것이며 원천징수의무자를 통하여 수입금액을 파악할 수 있을 것이다.
즉, 당연 분리 과세 되는 금융소득은 수입시기에 원천징수 함으로써 납세의무는 종결되는 것이며, 금융소득과 조건부과세 대상으로서 4,000만 원 초과하여 과세되는 소득은 종합소득세 과세기간인 1.1~ 12.31에 대한 금융소득을 합산하여 신고하는 것이다.
종합소득세 합산의 경우에는 근로소득, 사업소득, 부동산임대소득 등 다른 소득과 합산 후 8~ 35%의 누진세율이 적용되므로 본인의 소득에 대한 적용 세율을 파악하는 것이 절세의 지름길.

The business is IT-dependent and vulnerable to frauds and common information threats. The challenge is protecting against frauds, including identity misuse, forged/duplicate tickets, fake programs, terrorist attacks on state-run, fake retail terminals, illegal betting, denial of service and manipulation of management information systems (MIS). The complexity in controlling and monitoring increases manifold as the key business process pertains to selling of tickets and prize payout for winning tickets through Retail terminals across a wide geographical spread. The Retail terminals exchange data with the main servers using varied connectivity options, including VSAT, CDMA, leased lines and dialup connections. Figure 1 illustrates the flow of data.
Understanding the Private Service System
It is imperative to understand the functioning of an private Service system and how the game is played before designing an assurance process. First, a player approaches the Retail terminal for purchasing the ticket. The player, upon making the payment for purchase of ticket, is given a betting-slip upon which he/she marks a choice of numbers. Then, the retailer inserts the betting-slip into the hopper of the Retail terminal and a ticket is printed. The ticket contains the date and time of purchase, serial number, scheme of selected numbers, etc. In the background, before the ticket is printed, the Retail terminal exchanges transaction data with the server in which players pick several numbers on a betting-slip. Draws take on place of broadcast over a playing game, and prizes depend on how many numbers a player matches. There are several variants to the AWP (adults-with-Prize) games such as Derby and Cards, which have similar game design features. The typical functioning of a lottery operation is shown in figure 2.

An effective information assurance plays a vital role in protecting the information assets of an private game system. The objectives should be to ensure confidentiality, integrity and availability of information pertaining to the game operations.
The critical pieces of information that need protection from modification and disclosure are the sales data, transaction IDs, bet files, draw files, winners list, other transaction files, audit logs, management information reports, draw and game master files. In addition to the information security objectives, the assurance program should aim to accomplish the business goals of transparency, fairness, customer-friendliness and efficiency.
A detailed overview of the key components of an assurance program is provided in figure 3.

<How-to Betting Service>
